Lori Bruun obtained her undergraduate degree in Psychology from the University of Rochester and her law degree from the University of Maryland at Baltimore. Her article, "Beyond the 1948 Convention: Emerging Principles of Genocide in International Law,” was awarded the 1994 Bernstein Prize for most significant writing by a student published in the Maryland Journal of International Law and Trade. She joined the legacy Immigration and Naturalization Service (now USCIS) in November 1994. After several years adjudicating naturalization and adjustment applications at the Baltimore District Office, she joined the Administrative Appeals Office where she adjudicated employment- and investment-based appeals. In 2017, she joined the USCIS Office of Policy Strategy (OP&S), Business and Foreign Worker Division. At that office, she led teams drafting policy and regulations relating to employment- and investment-based benefits, including the complete reorganization of EB-5 content after comprehensive legislation significantly revised that program. She spent six months in 2023 as immigration counsel for the Senate Judiciary Committee. She is the recipient of the DHS Secretary’s Team Excellence Award, the USCIS Director’s Compass Award, the OP&S Commitment Award, Special Act Awards, and USCIS Policy Manual “Superstar” recognition. She recently founded and is the sole member of a consulting business, Two U's, LLC (twoustouse@gmail.com), which offers services to organizations and law firms, but is not organized to offer legal advice to individual clients. When she is not working on immigration issues, she is heavily involved in community theater - mostly stage managing but occasionally appearing on stage.
